This is the letter to the editor from John W. Kennedy, former editor of the Independent Tribune
January 10, 2006
Dear Editor:
Since discussion first surfaced about the need for a new Cabarrus County jail late in the last century, I have followed with interest the various proposals that have come before the Cabarrus County Board of Commissioners.
Now, nearly six years later, the discussion continues and just when it appears the board has made a decision, another proposal suddenly surfaces. The last proposal, detailed in the Tuesday, Jan. 10, edition of The Independent Tribune, appears to have something for everyone.
Opponents of locating the jail in the downtown area, have indicated their serious concerns about the size of the project, while supporters contend the jail should be located downtown in close proximity to the courthouse. With this latest proposal, which eliminates the second 500-bed tower, both sides seem to be able to claim some measure of victory.
But the real issue is time…it is time the Board of Commissioners put aside their petty grievances and get on with the business of constructing a jail to serve this growing community. The second tower may or may not be constructed but in reality that will probably not be a decision made by the present board…. it is for a future board to decide.
While Cabarrus County’s leadership argues relentlessly about where, how big, and when to construct the jail, the city of Concord has planned, purchased land, and almost completed a 67,000 square foot police department…A facility that will open late this year.
The Second World War was fought and won in less time than it has taken this county board to decide on the location and size of a new jail. Today, there’s a negotiable proposal on the table and it’s time for a statesman on this board to bring this proposal to a successful conclusion. The jail belongs downtown and it should be built.., now!
With kindest regards,
John W. Kennedy
