In Today’s Cabarrus Neighbors, there’s an article about violent crime offenders that demonstrates that local law enforcement is doing more than just locking people up. The program, which is part of a federal initiative Project SAFE Neighborhoods started in 2002 focuses on the 10 percent of offenders who commit the majority of the offenses. It’s worth a read.
