NCRC Doubts: The County Shouldn’t Build Roads

Statement of Doubt: The County is not supposed to be involved in building roads. That is a function of the State.

Response: Even though we usually wait patiently for the North Carolina Department of Transportation: the County can build roads.  Ironically, the first example of that was a road built at the turn of the 20th century from Concord to a little outfit called “Cannon Mills”.  We call it US29 nowadays.  Here are a few points to consider:

  1. The State is already committing funds to improve roads and other infrastructure.  $11 Million to widen NC-3 and make some greenway improvements is already underway.  However, that doesn’t cover the whole traffic situation.  Which brings us to the second point…
  2. Cabarrus County has already exercised its authority to build roads.  Cabarrus County is one of the few counties in the state to have the authority to build roads.  In October 22, 2001 Commissioner Coy Privette presented a resolution (seconded by now-Chairman Carruth and unanimously carried) to the Cabarrus County Board of Commissioners that extended Speedway Blvd. through Derita Rd.  If you’re coming from Concord on Derita and take a right - that was brought to you by Cabarrus County.  The County can, and in some circumstances should, build roads.

The traffic situation in this County is bad and getting worse daily.  The traffic from the North Carolina Research Campus will cause massive congestion if our local officials don’t get off the dime and do something about our traffic situation.  Approving the TIF with the appropriate road improvements is a prudent way to finance those improvements before there’s a problem.
