It was great seeing all of the people supportive of the North Carolina Research Campus (NCRC) Tax Increment Financing (TIF) bond at the Cabarrus BOC meeting last night. Dr. Dari Caldwell and Roy Davis did an amazing job speaking. I spoke also, but I got a little scrambled in the middle…kinda felt like I was doing an impersonation of the President. I doubt I’ll watch it without cringing.
What jumped out at me was that everyone who spoke in favor of the TIF focused on the big issue and the future of this community. They stayed positive even when prodded by a certain Commissioner. While there weren’t any who spoke against it, there were those with “questions” that centered on minutiae like universities and non-profits not paying taxes. Well, as covered in the Q&A document on NCRC Data and in this article from the NCRC Doubts collection - every building in the NCRC will generate local tax dollars.
I predict those who waffled their way into opposition of this will find themselves on the wrong side of public opinion and the wrong side of history. The opponents will claim, after this is all said and done, that future tax rate increases will be because of this measure. As any regular reader knows, the Cabarrus Youth Tax and the higher tax rates to pay it are inevitable - with or without the TIF bond.
