Cabarrus County Commissioner Candidate: Larry Burrage

Larry Burrage has taken the time to leave some comments on the article about questions for the Cabarrus County Republican Men’s Club (that he participated in) and made some comments about Cabarrus County Seniors.

    Well Ladies and gentlemen,It appears That the old sense of Humor ? Still rules in the minds of all. We are in fact facing critical issues and decisions that only informed ,dedicated and concerned voters plus candidates should really focus on and discontinue the rhetoric of He Did It ,She Said It,philosophy.
    Humor and comedy has its’place on the late night shows or in our local news papers.
    It Has become a tragedy that everyone knows everything about problems we face daily ,but regards them as a Laughing matter.
    Our Childrens’future and all senior citizens rest upon our shoulders and actions.Our Foolish political aspirationspolitical aspirations .poor decisions ,policies not in place to protect their investment for a life here ,only leaves them with our Debt Load and obligatory contracts to the special interest groups plus,the powerfully empowered entrepeneurs preying upon our lack of leadership or quality of Decision makers on their behalf or in their best interest.

    Indeed,I am a native of Concord born and reared in the Odell Community.I am also Married to my wife of 49 years with 3 daughters 1 grandson,2 great grandchildren. I own and operate my own business for over 30 years.L&L Electric Services of Concord.Commercial ,Residentia and all types of needs concerning a licensed Electrician.I am also a Licensed General Contractor in N.C. I used to travel a lot and was licensed in S.C. Ga.Tenn.Va..At the time I worked exclusively for restaurants and they used me as a consultant as well as sometimes Idid the Jobs.I still work for the same Investor owners that have successfully maintained and opened very successful establishments. Longhorn,Lonestar,Logans,Firebirds’ Mountain Grille,Hickory Tavern,Fox And Hound and others.My relationship with these owners started with the 1st Godfathers’Pizza here.
    It Has been a great working relationship.My Integrity and hard work dependability knowledge of my trade allowed me to succeed and acquire lifetime work as well as friends and avast amount of business knowledge. I am also used as their personal electrician at their residences.They assure me they want my input before anything is handled by another person regarding jobs I do not want to do anymore.Of Course I Accomodate them Graciously as their loyalty to me has been such a great asset for my family and our Financial Status.
    I am also an N.C.licensed home Inspector on Inactive this year only.My wife Is a Licensed Real Estate Broker/Realtor GRI.BIC.for 28 years. Together we are aware of most all of the critical and confusing issues facing our Fair city and county.
    I also do not like to boast ,and this is only FYI. I and my wife and other concerned individuals founded a non-profit 501c,Independent Agape Ministries INC. in 1992. Known as I.A.M.INC.
    This was a labor to the community as was all volunteers ,because we bought buses,supplies and canvassed all neighborhoods ,observing the needs of children and adults that were unable to attend Church.We provided programs,Scheduled meetings and produced TV Programs that are still running periodically .They Were Produced in 1995.At Time Warner.
    More about Who I am ? Elementary and high School at W.R.Odell,Served In THe Navy,married and later decided to go to Bible College In Houston Texas in 1971.I worked my way through rearing my children and ther is where I started my own Business after working for others a while.
    I formed a partnership with a Man Named Ezra Schacht.Great partnership after I graduated 4yr.B.S. Degree I moved Back to Concord and I commuted to Houston until Mr.Schacht had health problems and his son Larry was Later found dead at the Jim Jones Massacre.A Tragedy.
    I have always had a very keen interest in politics and History,Stock Market and the economy of our Nation. I was always too busy I assume to get involved personally,but I can assure you that a silent observer and informed person does not have to be in headlines all the time to be a viable candidate for any office.Equality and opportunity is available to each and everyone.
    Through all of the direct contact through weekly visits in person and busing the children we have been able to reach the untouched and often forgotten abused neglected and abandoned families.We were also fortunate to provide clothes groceries,utilities and always a garnd Christmas event just for them They were so special ,and we still see so many as adults today and they always ask if we are still doing the ministry?
    They Say with such Excitement what it meant to them to Know we were Coming and we Cared.
    Please This Is Only to bring awareness to the Fact We are Used to controversy and unforeseen obstacles

    In Closing ,I am From a family with Deep Political roots.My Greatgrandfather James Monroe Burrage County Road Commissioner at the Time of His Death,he was a Republican and also architect on the old Historic Courthouse,he Built Epworth Methodist Church,Was very instrumental in all events at that time according to records sent to me from a relative with our lineage and family’s migration to here. I hope this has given you a little knowledge about myself .I find it Difficult to Talk about Myself unless talking with you directly.

    With all due respect to all candidates and future unknowns,I can only state I will advocate and research all issues pending and future progress as it develops.
    I can only remind myself and all voters and citizens ,that our privilege to have a democracy that allows our government it’s general statutes ,legislative process creating our constitution and charter with all of the articles addressing our local government.My Plans are only to work in continuity and transition with all entities to advance cabarrus county into the bright future that others before have worked hard to adapt to change and continuous progress for we the people, by the people,and of the people.

    I certainly hope it is still on the hoof and in pasture!

    I have entered this campaign with the best jntersts of all,but I cannot nor will I campaign with promises of changing and rearraging what is already in motion.NoBody can. I have Heard a lot of empty statements and philosophical views and futuristic plans on paper etc.

    I dare say that ,I believe all can benefit from this type of concern about what any candidate can and will deliver?

    The commissioners’ role is not one of envy,it is a stepping on or off stone for other aspirations sometimes toward other goals,politically. My only intent is to try to offer my service and not be affected or offended by any negatives that go with the territory.

    I certainly have goals and directions I would want to strive toward on behalf of Seniors,young adults Education, less taxes,Stop the Incentives and reduce spending on unnecesary items,programs,etc. I would again be very foolish to think that I or anyone can reverse the mess we are in.But There Is A Stopping point and I believe we are there.

    People are sincerely ,exasperated and disappointed in our local authorities and the lack of listening and HEARING our pleas for consideration about taxation,education,development,jobs,outsourcing by local businesses.We are definitely at the crossroads of change.

    Now from what I understand you will cut taxes, stop incentives and reduce spending but that won’t reverse the mess we are in???? Am I correct. If you are going to do all of this than you got my vote!!!!! Now thats the beef. A commitment from a politician!!!!!

    Larry - It sounds like your expectations regarding ‘throwing your name in the hat’ versus what it actually takes to get the job done are at opposite ends of the spectrum. Your comments resemble those of an incumbent candidate who is in the trenches actively working on policy, but seems to think they have an advantage going into the election. When in reality, you are a newcomer to politics and we know nothing about you (see questions from Steve and Justin). If in fact you are a historian of politics, then you must also know that a ‘first time’ candidate only has a chance to win if they make promises to the people which appeal to their interest at that moment in time (research and analyze the last 2 Town Council elections in Harrisburg to see how it works). Of course, political veterans who read and post here; know that those campaign promises can’t be kept. So, cut and paste your comments in this post and save them for future use in campaign literature. Then tell us in here why you are really running for office and what ideas you have to keep Cabarrus County one of the best places to live.

    I regard your comments and critiquing as a barometer for the Apathy we have in our political affairs. I do appreciate your concern for my lack of experience,I am also aware more than you are.
    This question about my Real Motive For Seeking office? It certainly is not for the Income nor the popularity among seasoned politicians.
    As Far as The Projected plans for a seat on the board can only become a reality after the primary and then election as you know.
    all issues can not be dealt with prematurely and not without being elected.
    Of Course I am Aware That The Whole Process is full of promise s never to be remembered.

    I am really glad ,my Identity really is so important to all. I am and Have Been The same Person for 68 years.

    No Hidden Agendas,or False ideas ,or idealistic concepts about who I am .

    Look Forward to your success as a person of great wisdom and authority in this political Arena.

    I certainly respect your inquiry about unneccessary programs,WHAT THIS ALL AMOUNTS TO IS IN ESSENCE ,OUR TAXES ARE NOT USED TO BENEFIT THE MAJORITY,BUT THE MINORITY OF REQUESTS BECAUSE OF GRANTS AND LEGISLATIVE REQUIREMENTS.

    It’s funny to me how you seem to be mimicking the candidacy of Barak Obama in that you’re entire philosophy seems to rest on the “bumper sticker” of change, but even Mr. Obama has a platform, all be it a Marxist one.

    Point being, all this hyperbole about not making any decisions until in office will do much, much more to keep you out of office than ever get you in office.

    So here’s an actual question that requires an actual answer:

    Given your religious convictions would you support the Ten Commandments being placed on county property such as the County Government Center?

    What an irony that you elude to!.Your perspective about my agenda and not being able to answer questions could not be further from the truth.
    I do not run on changes,the population and outcry from the citizens are demanding them.
    My Limited Knowledge of the role of any political office is to abide by the constitution and laws as state government will dictate.

    The unrepresented taxpayers continue in their quest to vote and hope for change in their favor.

    I sincerely believe,that our county would benefit from the ten commandments being displayed .not from a religious conviction as you stated,but from a moral and a deterrent to crime because there are no absolutes anymore.

    I abhor bumper stickers,and my life does not depend on being in office.But I do actually see some real good dialogue coming from these type of processing thoughts and expressing them.

    I will Say That I am definitely opposed to any more Incentives,Did you read the Alcoa Standoff???We sure took a beating there among other well proposed business adventures.We all Know what they are.

    The Tax structure definitely must be revised and reduced for Seniors,and their special needs and ongoing difficult ways of maintaining themselves in a youth oriented culture.I would oppose all the harsh taxes imposed on them and make allowances for their security just like all of the human resources does with all of the Immigrants ,and the indiginent,plus all of the welfare handouts to so many that could work and produce a tax base.

    Medicare is out of control,housing should be provided in small type of community with all their resources and provisions nearby. This is a Big order but it can be done if enough people care and support it.

    Many Years Ago We were told if we approved liquor by the drink it would lower our taxes??
    We were also told in approving all of the new subdivisions our taxes would not increase???
    We have also been told our property values are increasing by astronomical amounts,of course that is to meet the budget for overspending.
    we were also told that by allowing all of these incentives we would QUOTE GROWJOBS.Instead we are losing them.
    CTC is a prime example of local business selling out and now we are forced to deal with outsourcing of those jobs.Have you tried to reach Windstream Lately I have I am Always directed to INDIA.It Takes 24 to 48 hours To get a reply after you pose your Question.Now that is real progress and a win win situation.

    AAron I have some very intense and strong opposing views with our current status in Education and loss of jobs .We need to get back to representing the people not the politicians.

    Ican assure you and anyone else I am not a dodger of anything I stand For.

    We have an issue about the need for Seven Commissioners not Five .I am opposed to that too.

    You’re right there! We seem to be quite the heavy hitters compared to the main stream media these days.

    As the collusion between the political parties continues it will be up to folks like us to ask the real and tough questions while the main stream media asks what kind of underwear the candidate prefers. Simple Party line rhetoric won’t do for answers anymore, it’s going to take some serious research and investigation…

    My Fellow Inquisitors - I’d like to point out that Larry is stepping a little outside of his comfort zone here and I appreciate his comments - cryptic as they may be.

    Besides Bob Carruth, Larry is the only commissioners candidate to involve himself in an exchange with the people here. True, Joy Lane did answer a question (albeit from 2006), Liz did enjoy some joking around with Mark Smith, and Holly has yet to be seen.

    Aaron does make a point; but I fear that most candidates will be able to avoid scrutiny and win. This election will verify that.

    But I will always ask the questions and make folks earn my vote instead of just throwing it at whoever has the right letter designation or says they’ll change things.

    I think that’s true for most of the regulars around here…

I don’t know any of them except Bob so I’ll decide on who to vote for from what I gleen for their statements in this and other blogs along with the newpapers and recommendations from friends. So far, Larry sounds as good as any, at least he’s in my age range so he will be looking at life and County Business from my generations standpoint, not that you “youngins” are wrong. But he’s the only one with the “keyhonez” to come on here and “beard the lion in his den” so to speak. You go, Larry….

    Sorry to be so late in responding since you were so kind to think about my ability and reasons for the statements I made in my rambling response.
    In an effort to answer as truthfully as I know how,here goes.

    The Windstream Merger,as I am not In office and don’t know what the options would have been if any .These are Hypothetical statements.

    If I had A Position of Authority to incorporate any guidelines or regulations,I would have made provisions for the Jobs and the inability to immediately sale the acquired real estate until a period of time that would have secured a more suitable buyer with our best interests in mind.
    And anything law would allow to provide customers more personal service not less.

    Regarding senior housing,Absolutely no more government housing or handouts .Again this is only an Idea That could work,but only time and toil will allow the process to be made a part of our society and our thoughts about aging and how we are affected by the life altering circumstances that always come our way.

    The Plan would be That all or those who choose to sell their current housing and use assets to buy or build in communities allowed for seniors needs ,Amenities heath care ,grocery stores ,all shopping within the area consisting of smaller more efficient maintenance free housing,one level,handicap accessible.of course this would not have to be exclusive elderly,some individuals and all types of people could enjoy Patio homes,garden homes.cluster homes,This is where planning and Zoning would determine when and where?

    You are absolutely right about the lack of involvement in the political arena,it seems no one wants to apply for the job,they just want to tell you you could have done a better job,
    There has never been a collusion about myself and anything I say or represent but there will be a collission if people in your generation and some of mine don’t wake up and realize we have been duped by the whole process.
    Justin as far as Being cryptic I respect your right to think that ,but I do not have a hidden agenda,nor am I ambiguous in my statements.All words have many meanings and yet can describe different things with the same word.

    Larry - I affixed the blame for voter apathy back in 2006.

    As you can tell from my most recent post about the governor’s race - I expect a candidate to earn my vote before I cast it. They do that be casting a vision and a realistic plan. Not too much of the latter in this thread, I’m afraid.

    To get specific, you made this comment:

    Does this mean that if I were to buy land in Cabarrus County that I might not be able to build a 2-story house?

    Also, since the Boomers are aging and will be the most populous generation in this nation’s history (both in numbers and proportion) - wouldn’t the market demand for “senior-living” communities obviate the need for special zoning (aka government meddling)

    Are you saying that people who are not elected officials can not formulate ideas and/or plans to address issues because it is considered premature? Are we to believe that all monumental accomplishments throughout U.S. history are entirely credited to elected officials only?

    You also said:

    Of course, success for any individual is based on what that individual believes to be important in their life. If your comment was meant to be sarcastic and imply measuring my success against what others perceive as success in the political arena; then you may want to do some research on my background. I believe and I am sure others will too, that my involvement in Cabarrus County politics has been and will continue to be successful.

    Mr. Burrage,

    When we started our business in Cabarrus County we didn’t get a tax advantage or subsidy, but it seems some big guys do get them. I also don’t like seeing the county lose a company that could employee a lot of people. So there must be a place and time for such incentives? Isn’t it only fair to look over the entire picture before saying you will never support corporate incentives?

    Corporate incentives will never benefit me but I am concerned that a candidate that takes it off the tablet could lose a project like the NC research campus?

    Will you work to keep the playing field fair for small vs big business? We don’t want any special treatment. It’s when the rules are unfair and favor the big corporations that make us upset. the County Prescription discount card gave CVS/Caremark exclusive rights to a discount card that has the county logo on it. It was added to an existing contract and the county never asked the local pharmacies what impact it would have on their business. It uses gov’t buildings and employees to pass out a card that has nothing to do with local gov’t. It is 100% a product of CVS/Caremark. that is an unfair playing field if I ever saw one. CVS will eventually use the data collected to drive customers away from us and to their stores. The local gov’t endorsed this. It is public support of a private product. We can’t compete with the press this card gets and the power of the libraries, social services, ER, senior centers, etc. CVS/caremark got the sweetest deal. the county does their work,(distributing the card) and they collect the transaction fees. I feel we were left holding the bag and have to pay to continue to hold it. We can’t get out of contract until jan 09 and it will cost us 10% of our business. All that and the cost of prescriptions (the top 20 rx’s in america) are more with the card.

    What is the difference between a prescription discount card, a gas discount card, clothing discount card? Why support one and not the others? What about a Cabarrus County Property tax discount card? 20% sounds low but I will take it!

    responding to insiduous comment about ability to purchase land and build Two story House.if mixed use development was applied to a development conducive with Seniors needs.

    The Planning and zoning will never be obviated ,and your generation has the foresight and information available to plan for your age appropiate housing ,amenities.The Boomers versus the Generation Xrs. is Quite a contrast.

    Justin ,I also am not trying to obtain anyone of your votes ,Just trying to get acquainted and learn how others think, plan and view our county and the citizens as a whole.We are all individuals but yet we can try to think in continuity with our efforts to move forward in this complex world that needs more trust and trustworthiness in all of our lives and hearts.

    Ihave read all of your comments and agree with most of them I will not try to disect each one at this time

    Of course Incentives ,subsidies,bribes whatever terminology is used the end product is the same monetary gain for nothing in advance.

    I believe my position on Incentivev has been misstated and misinterpreted. The People Should have a voice in such large partnerships plus they deserve protection legally in contract form from default and departure from town prematurely.

    Keep Up The Good awareness of all the card represents and stay an advocate for all seniors.

    I do not know you or about you except what you have stated on here.

    I certainly am above criticizing or trying to predetermine anyones’ ability to succeed at anything they choose to accomplish.

    This is how knowledge can be power or self destructing.Only the person involved can resolve that issue.

    Again I do not have any preconceived ideas about you or anyone.

    Regarding Persons ability to formulate and actually implement great ideas ,successful goals,and definitely uniquie and helpful ideas.We are endowed with great assets in our people outside of POLITICIANS.THANK GOD .Otherwise we would be History.

    Hey Folks -

    This reminds me of the table at the cafeteria in my hometown, where my Dad congregated with his buddies at least 4 days a week to discuss politics, religion, each other’s faults, and basically make an attempt to solve all the community’s, and sometimes the world’s problems. This group was a mish-mash (Is there such a word?) of businessmen, lawyers, ditchdiggers, and retirees. At the table, however, they were all equal.

    Although Larry and I disagree on some things, I have gotten to know Larry a little bit through this campaign, and respect his courage and determination to step up and offer himself to the community. Even if he and I never get a chance to serve together, his input for me has been valuable, as is everyone’s who has been a part of this short, but intense campaign.

    One thing you may not know about Larry - last year, when we were discussing the TIF agreement with Kannapolis, Larry was one of the few people, along with his wife, to be there for practically every meeting, to listen, and when given a chance, provide their input to us as commissioners. He and I ended up disagreeing in the end on what should be done, but I respected him for taking the time to be there!

    I wish that kind of interest would be shown by the other 150,000+ residents of the county, especially here at the upcoming budget time, when the board will often be meeting in front of an empty room!

    More like a gift.

    I was taking what you said “zoning for senior housing” and bringing it to an unreasonable conclusion “Under the Burrage Plan - I won’t be able to build a two-story house”. If your proposal is reasonable: this zoning would be very limited and voluntary - than I would be wrong. If I’m right, then your proposal is crazy.

    The Boomers versus the Generation Xrs. is Quite a contrast.

    Not as much as you think.

    The kids of Gen Xers (and Millennials) are the grandkids of Boomers - so there’s a lot of shared interest there.

    Bob,appreciate your thoughts and response.I agree that we are always a better person elected official,when we become involved ,exchange,Thoughts ,ideas and even disagree ,but come to a resolve in a professional manner about service to our community as an individual or elected official.

    Time Is our greatest asset and allie,a commodity that is priceless.But It is worth all of the effort to avail yourself and learn about the problems as well as solutions and /or alternatives.

    The Comments were neither THE BURRAGE PLAN,nor A PROPOSAL,It was merely exchanges of words of What If??????????? The Planning and Zoning UDO or CDO current Ordinances are very difficult to interpret or have the ones who put them in place define their interpretation.
    We have definitely reached an impasse on this analogy of what if and how to remedy housing needs of all citizens. Initially I was only trying to apply logical Or CRAZY thought process to try to allow our seniors an alternative to deeding their properties to others ,going on medicaid and any welfare assistance.The Seniors are very proud of their labors and homesteads,and granted they will be leaving it to usually ungrateful or unappreciative relatives or will to some entity to avoid taxes.

    Your generation and others before and after you will reap the benefits of all the honorable and sacrificial work ,ethics and loyalty our predecessors have endowed us with.

    Larry - First, the County has not agreed to the UDO. All of the municipalities, save Midland, have though. You would know that just by reading the series of posts I did on this a while back.

    While I like the idea of the UDO and further simplifying development standards in our community, I don’t believe it’s the government’s job to tell me what kind of house that I live in. My dad spent the better years of his life trolling around the North Atlantic in a submarine to make sure that sort of thinking didn’t reach our shores.

    While I appreciate that everyone can’t know everything about every issue - most of the questions here could be answered by someone who’s done the appropriate amount of basic research into the County. You may not know this; but the County has put together a website with the information that you would need to answer these questions.
